Not so far as I am aware: the track alongside the right-of-way is the Railroad's maintenance of way road, which they don't seem to like us mere mortals using! The only possible way to get near the trackside would be to approach from the north, on the east side of the spit of land which takes you to Promontary Point via NE Promontory Road and SE Promontory Road, which is around 25 miles of dirt road. If you Google 'Promontary' you'll see the track.
