Remarks: Amtrak 281 heads west at Beebee Bridge road. The engineer blows the horn urgently for the crossing even though there were no hazards.

Based on the spacing between the horn blasts, that sounds like the automatic horn sequencer. Basically it is a pedal that the engineer can press and it will automatically blow a 14L horn sequence, and continue to do so, until the pedal is pressed again.
