I believe this is a train carrying rails that need to be fixed.

Welded rail train..?

The first two locomotives are GP15s. The third locomotive is an SD40M-2.

That is a welded rail train. The rail on the train is about 1/4 mile long, but they have a welder on rear car that welds two sticks of rail together making longer sections. The UP double main running from Missouri Valley all the way to Chicago is welded rail.
